Mr. Lester A. Tinkham, PE, PS holds a Bachelor of Science in Civil Engineering from Ohio University (Athens, OH), had post-graduate studies at Golden Gate University (in San Francisco, CA), and is a Registered Professional Engineer in six (6) states and a Professional Land Surveyor in Ohio. He has extensive experience with the US Army Corps of Engineers in Water Resource Planning. Since his 1990 retirement from Federal Service, he has been a Senior Project Engineer at Eastham & Associates, a Planning, Engineering & Surveying Consulting Firm (Chesapeake, OH). There he either performs or directs engineering analysis, design and preparation of Construction Documents and Permits for a wide variety of site improvement projects for Industrial, Commercial, Governmental, Educational, Religious and Private interests.

During his Federal Service, Les served as either a Chairman or USACE representative on many National, State and Regional Conferences, Congressional Budget Hearings, Realignment Studies, ASCE & AWWA National Conferences, and various public meetings.
